•Enfield’s fly-tipper caught on CCTV hit with £400 fixed penalty notice (FPN)
•12 FPNs at £400 have been issued since January

Enfield’s now notorious Phantom Fly-Tipper has finally been caught and issued a Fixed Penalty Notice (FPN) of £400 for dumping waste in the Borough.
Enforcement officers worked tirelessly to find the man with the mattress who was caught on CCTV last month, including going door-to-door to make enquiries and using social media to help identify him.
Their hard work has paid off with the individual in question now no doubt ruing his decision to dump a mattress in front of a CCTV camera in Palmers Road, N11, close to the junction with Bowes Road.
Since January 2017, Enfield Council has issued 12 FPNs at £400 for fly tipping and 158 FPNs at £80 for the dumping of smaller amounts of domestic waste.
All in all, Enfield Council’s hard-working enforcement team has issued 926 FPNs in the 2016/17 period, more than a five-fold increase on the previous year. In addition, the number of fly-tip investigations has almost doubled (up 95 per cent) in the same period.
Enfield Council’s Cabinet Member for Environment, Cllr Daniel Anderson, said: “The unmasking of the Phantom Fly-Tipper, and our supporting data, demonstrate that Enfield Council is proactive when it comes to investigating, chasing and punishing fly tippers.
“We will not tolerate anyone who seeks to tarnish the image of our beautiful borough. The message is clear – if you fly tip, expect to be caught. We are on your case. When it comes to litter enforcement, we are one of the most determined boroughs in London spending around £4.4m each year keeping our streets clean.”
Enfield Council has a fly-tipping patrol squad, operating 20 hours a week. They patrol hot spot areas where fly-tipping has become prevalent and, where possible, issue on the spot FPNs. Residents can also do their bit by reporting fly-tipping directly through the Council’s Website
Information on rubbish and recycling facilities can also be found online. Free furniture collections can be requested from the British Heart Foundation.
If you are having bulky waste picked up and disposed of on your behalf, please make sure you ask to see the relevant Waste Carrier’s Licence, otherwise you too could be found liable if they subsequently fly tip your waste and could be issued with a fixed penalty notice.
