It is an offense to fly-tip and one that Broxbourne Council, along with its Hertfordshire partners, takes very seriously.
In an effort to crack down on incidents of costly and unsightly fly-tipping at the Borough’s Recycling Point facilities, the Council installed overt CCTV cameras at a number of these sites last year. The aim is to deter people from dumping household waste and non-recyclables at these centres and to help identify and successfully prosecute offenders.
A recent prosecution following a fly-tip at the Marks & Spencer, Brookfield site in October 2017, found a resident of Abbot Drive, Waltham Abbey, guilty of fly-tipping a large, broken three piece suite and some wood at the Recycling Point.
After refusing to pay the £300 Fixed Penalty Notice issued for fly-tipping and appealing the initial conviction, the offender was eventually found guilty at Stevenage Magistrates’ Court on 23 October 2018. The person was fined £300, with costs of £2,000 and a victim surcharge of £30.
Residents are reminded that they need to dispose of their household waste and bulky items responsibly and there are a number of ways they can do that. Firstly, they can make use of the free Household Waste and Recycling Centres at Pindar Road Industrial Estate, Hoddesdon and Brookfield Farm, Fairways, Turnford.
Alternatively, they can use the Council’s bulky waste collection service (prices are available on the Council’s website or from the Helpline on 01992 785577).
Residents should also remember that if they opt to use a third party, they are legally obliged to take reasonable measures to ensure that the waste is only removed from their premises by a registered waste carrier. Failing to do so could result in a fine of up to £5,000 if the waste is later found fly- tipped.
